
In Savannah, Georgia, where the city faces a 10,000-unit housing shortage and limited workforce entry points for underserved communities, a new model for generational impact is rising.
Robert Gould, the visionary African American CEO of RG Media Affiliates and founder of The Creative Exchange Network, has launched his role as the youngest developer and CEO of P3 JVG in the $300 Million LEGACY Savannah project - a mixed use development redefining what public-private partnerships can do to address economic development, workforce readiness in tech, quality affordable housing, and educational access when met with unprecedented innovation.Georgia has earned national recognition for its workforce development programs, yet significant gaps in affordable housing, education, and economic access continue to rise to meet the rapid growth demand across the state. Spanning over 67.5 acres, LEGACY Savannah represents a national model for innovation-driven ecosystems.
In total, the development will feature 400 affordable housing units, innovative green space, retail opportunities, and workforce industry zones. Backed by a historic public-private partnership with the City of Savannah, the project will make a groundbreaking generational impact, beginning with over 30 new single-family homes and 20 townhomes. Supported by a $2.5 million State of Georgia grant for workforce housing infrastructure, future phases will introduce a Creative Career Campus, Youth Sports Facilities, Film Production Studios, and Senior Living, supported by a low-income housing tax credit.
Recognized as the youngest developer to lead a city-backed project of this scale, Gould’s leadership signals a new era of defining moments of intergenerational partnerships rooted in ownership, innovation, and long-term sustainability. Over the past three years, Gould has created transformative career pathways for more than 7,000 rural-based youth within Tech, Arts, Media, and Sciences through his nonprofit, The Creative Exchange Network. The organization’s flagship programming, BIG TIDE summit, a premier career and leadership development program, uses cutting-edge S.T.E.A.M curriculum, real-time employment, and high-energy programming to equip underserved communities with access to global workforce career leaders and trades.
